They influence democratic elections more than anything else and they know it. So they make use of their powers, everytime theres an election coming up in any country they stage attacks to give support to the conservatives, war mongers and all those people from the people of the country.
Hey, it's the only half-decent explanation why their attacks and planned attacks seem to be timed so close to elections all the time, either that or the government has more to do with them than you might like to believe.
