Teachers Who Don't Care?

I've been in school for twelve years of my life and have in that time only ever come across one teacher who I can truly call 'unsupportive' and 'uncaring'. It was like she had already designated who she thought would be a good student vs. who would be a bad student from day one. She however was in stark contrast to every other teacher I've ever had, and yes, I've had tonnes of teachers.
There's one thing I've really learned from school and it's that the vast majority of teachers are very much dedicated to their students. From the substitutes to the full time to the overtime I've seen first hand the dedication these fine people display, such dedication that anyone with a heart would admire.
Dedication may even be an understatement, considering the pay they receive vs. the responsibilities they are given. They are more important than politicians, they are more important than doctors and engineers, we give them the responsibility to carry our nation on to the next generation on a meagre salary and they whole heartedly embrace it.
So I wonder, on what authority does one question a teacher’s integrity and dedication? Home schoolers often talk of how the education system is falling apart because of teachers. I say it's falling apart because of a lack of funding. If teachers really are as bad as they claim then we’d probably have a shortage of teachers, they don’t get paid much considering the work they do, if they hated it they really wouldn’t want to work.
Over the years many ideas have been thrown around to improve education, one of the most recent examples comes from America. Even though it was with the best of intentions the execution could not have been poorer, the 'no child left behind' act was a, and is a, demonstration on how out of touch people are with education.
Punishing a school for underperforming will not make it perform better. Treating teachers as a menace who need to be punished for underperforming should not be tolerated. Teachers work hard and they get paid very little, punishing them because of their lack of resources does not move the country forward, it does not give kids the chance to catch up. There is something wrong with the system and it isn't because the teachers are not doing their job, it's because they are being left grossly under funded.
There is a war going on in the education system and it isn’t between teachers and parents or Atheists and Christians, it’s between teachers and the system.
